Nous vous proposons un retour rapide, et non exhaustif, sur ces trois derniers mois\u00a0:<\/p>\n<ul style=\"text-align: justify;\">\n<li><b>07 Mars-16<\/b>: d\u00e9mission brutale du directeur financier d\u2019EDF Thomas Piquemal sur fond de d\u00e9saccord sur le projet Hinkley Point<\/li>\n<li><b>20 Avril-16:<\/b>\u00a0Suite \u00e0 une r\u00e9union extraordinaire entre EDF et le gouvernement le 20 avril dernier, \u00ab Le gouvernement fait preuve d\u2019une \u00ab\u00a0vigilance totale\u00a0\u00bb sur l\u2019ensemble des d\u00e9fis auxquels est confront\u00e9 EDF, a assur\u00e9 mercredi St\u00e9phane Le Foll, apr\u00e8s une r\u00e9union interminist\u00e9rielle \u00e0 l\u2019Elys\u00e9e consacr\u00e9e au g\u00e9ant fran\u00e7ais de l\u2019\u00e9lectricit\u00e9, objet d\u2019inqui\u00e9tudes grandissantes y compris en interne \u00bb<\/li>\n<li><b>22 Avril-16:<\/b>\u00a0annonce d\u2019une augmentation capital de 4Mrd\u20ac souscrite au \u00be par l\u2019\u00e9tat. Une premi\u00e8re analyse semble indiquer que cette augmentation ne servira qu\u2019\u00e0 compenser les pertes d\u2019exploitations. Le titre d\u00e9visse de plus de 7%<\/li>\n<li><b>25 Avril-16:<\/b>\u00a0\u00e0 l\u2019occasion de la derni\u00e8re conf\u00e9rence environnementale, Fran\u00e7ois Hollande annonce que\u00a0 la France \u00ab\u00a0s\u2019engagera unilat\u00e9ralement \u00e0 donner un prix plancher au carbone \u00bb et que le prix plancher du carbone devrait \u00eatre introduit en loi de finances 2017. Ce prix devrait \u00eatre autour de 30\u20ac\/t<\/li>\n<li><b>04 Mai-16:<\/b>\u00a0Thomas Piquemal est auditionn\u00e9 par la Commission des affaires \u00e9conomiques de l\u2019assembl\u00e9e nationale\u00a0: Il estime quant \u00e0 lui qu\u2019EDF \u00ab ne pouvait pas financer le grand car\u00e9nage avec un prix de march\u00e9 \u00e0 26 euros\/MWh \u00bb et appelle \u00e0 nouvelle r\u00e9gulation.<\/li>\n<li><b>20 Mai-16:<\/b>\u00a0directeur ex\u00e9cutif groupe d\u2019EDF, charg\u00e9 du parc nucl\u00e9aire et thermique, Dominique Mini\u00e8re d\u00e9fend au journal \u00ab\u00a0Les Echos\u00a0\u00bb le programme d\u2019investissement \u00ab\u00a0grand car\u00e9nage\u00a0\u00bb de 51 Mrds \u20ac<\/li>\n<li><b>26 Mai-16:<\/b>\u00a0annonce de la rupture des n\u00e9gociations entre Areva et TVO l\u2019\u00e9lectricien finlandais pour lequel Areva construit le r\u00e9acteur EPR \u00e0 Olkiluoto. Rupture remettant en question (ou du moins reportant) la restructuration de la fili\u00e8re nucl\u00e9aire fran\u00e7aise<\/li>\n<li><b>02 Juin 16<\/b>\u00a0L\u2019Institut Montaigne publie un rapport\u00a0 de 188 pages pointant les dangers de l\u2019inaction sur la fili\u00e8re nucl\u00e9aire fran\u00e7aise<\/li>\n<li><b>02 Juin-16<\/b>\u00a0L\u2019ASN (Autorit\u00e9 de S\u00fbret\u00e9 Nucl\u00e9aire) d\u00e9voile que EDF a pr\u00e9sent\u00e9 un nouveau sc\u00e9nario pour le d\u00e9mant\u00e8lement des premiers r\u00e9acteurs nucl\u00e9aires\u00a0: d\u00e9calage du calendrier de 50\u00e0 60 ans et augmentation des provisions (+300 M\u20ac en 2015)<\/li>\n<li><b>02 Juin-16<\/b>\u00a0Le conseil d\u2019administration d\u2019EDF convoque une AG extraordinaire le 26\/7\/16 sur l\u2019augmentation de capital<\/li>\n<li><b>07 Juin-16<\/b>\u00a0A la suite de Standard &amp; Poor et Moody\u2019s, l\u2019agence de notation Fitch d\u00e9grade la note d\u2019endettement \u00e0 long terme d\u2019EDF de A \u00e0 A-<\/li>\n<\/ul>\n<h3 style=\"text-align: justify;\">Diagnostic<\/h3>\n<p style=\"text-align: justify;\">Alors que EDF est d\u00e9j\u00e0 cash n\u00e9gative depuis 2010 (p\u00e9riode sur laquelle les prix de vente en France \u00e9taient plafonn\u00e9s par les m\u00e9canismes TARTAM puis ARENH entre 40 et 42\u20ac\/MWh), la cause des inqui\u00e9tudes nouvelles sur sa situation financi\u00e8re se r\u00e9sume principalement au d\u00e9calage entre ses co\u00fbts de production et ses prix de vente.<\/p>\n<p style=\"text-align: justify;\">Pour la partie co\u00fbts nous nous baserons sur le rapport de la Cour des Comptes sur le co\u00fbt du nucl\u00e9aire en France (mai 2014) et plus r\u00e9cemment sur le chapitre \u00ab\u00a0La maintenance des centrales nucl\u00e9aires\u00a0: une politique de remise \u00e0 niveau, des incertitudes \u00e0 lever\u00a0\u00bb du rapport public annuel de la Cour des Comptes (10 f\u00e9vrier 2016)<\/p>\n<p style=\"text-align: justify;\">Le rapport de mai 2014 r\u00e9sumait les co\u00fbts de la fa\u00e7on suivante\u00a0:<\/p>\n<p style=\"text-align: justify;\"><em><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full wp-image-36608\" src=\"http:\/\/www.thibautlochu.com\/_mob\/wp-content\/uploads\/2016\/09\/PhB-1.png\" alt=\"phb-1\" width=\"613\" height=\"318\" \/>Comparaison des co\u00fbts de production d\u2019EDF 2010-2013<\/em><\/p>\n<p style=\"text-align: justify;\">Le rapport annuel de 2016 quant \u00e0 lui, \u00e9value l\u2019impact des investissements n\u00e9cessaires par EDF \u00e0 la fois pour am\u00e9liorer la disponibilit\u00e9 du parc ainsi que le projet de \u00ab\u00a0grand car\u00e9nage\u00a0\u00bb.<\/p>\n<p style=\"text-align: justify;\">Selon la Cour des Comptes, l\u2019impact sur le co\u00fbt total est faible et passe pour 410TWh de 59,8\u20ac\/MWh outi\u00e0 62,6\u20ac\/MWh.<\/p>\n<p style=\"text-align: justify;\">De ces chiffres, il ressort un besoin cash de la production nucl\u00e9aire annuelle (au moins jusqu\u2019en 2030) de 62,6\u20ac\/MWh moins le loyer \u00e9conomique et la provision pour d\u00e9mant\u00e8lement et en partie la provision pour gestion des d\u00e9chets.<\/p>\n<p style=\"text-align: justify;\">En reprenant les chiffres du tableau 2013 et sur une production de r\u00e9f\u00e9rence de 410TWh\/a, nous obtenons\u00a0:<\/p>\n<p style=\"text-align: justify;\">62,6 \u2013 (8501+520)\/410=40,6\u20ac\/MWh qui s\u2019arrondit \u00e0\u00a0<b>40\u20ac\/MWh<\/b>\u00a0(Montant \u00e0 rapprocher de la valeur actuelle de l\u2019ARENH\u00a0: 42\u20ac\/MWh)<\/p>\n<p style=\"text-align: justify;\">Et du c\u00f4t\u00e9 revenus, nous pouvons nous r\u00e9f\u00e9rer aux prix de march\u00e9s c\u00f4t\u00e9s sur EEX, prix auquel les revenus d\u2019EDF sont li\u00e9s \u00e0 plus de 70% (seule la fourniture des clients domestiques reste li\u00e9e au prix de l\u2019ARENH )\u00a0:<\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-36609 lazyload\" data-src=\"http:\/\/www.thibautlochu.com\/_mob\/wp-content\/uploads\/2016\/09\/PhB-2-768x345.png\" alt=\"phb-2-768x345\" width=\"768\" height=\"345\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 768px; --smush-placeholder-aspect-ratio: 768\/345;\" \/><\/p>\n<p style=\"text-align: justify;\">M\u00eame si ces prix refl\u00e8tent principalement la baisse des \u00e9nergies fossiles, ce niveau de prix est attendu au moins jusqu\u2019en 2019 et le d\u00e9veloppement des \u00e9nergies renouvelables \u00e0 faible co\u00fbt marginal risque de renforcer la tendance.<\/p>\n<p style=\"text-align: justify;\">Chaque euro ayant un impact de l\u2019ordre de 400 M\u20ac, les \u00e9volutions r\u00e9centes des prix de march\u00e9 peuvent signifier une d\u00e9t\u00e9rioration de la situation d\u2019EDF pouvant atteindre jusqu\u2019\u00e0 6Mrds\u20ac\/an\u00a0!<\/p>\n<h3 style=\"text-align: justify;\">Conclusion\u00a0:<\/h3>\n<p style=\"text-align: justify;\">Le rapport de l\u2019Institut\u00a0<a href=\"http:\/\/www.connaissancedesenergies.org\/sites\/default\/files\/pdf-pt-vue\/rapport_nucleaire.pdf\">Montaigne<\/a>\u00a0affirme comme \u00e9vidence et comme point de d\u00e9part de son analyse que \u00ab\u00a0Personne ne remet en cause la comp\u00e9titivit\u00e9 de la production d\u2019\u00e9nergie nucl\u00e9aire telle qu\u2019elle a \u00e9t\u00e9 d\u00e9velopp\u00e9e en France\u00a0\u00bb alors que c\u2019est bien cette question qui se trouve au c\u0153ur des d\u00e9bats actuels.<\/p>\n<p style=\"text-align: justify;\">De toute fa\u00e7on, au-del\u00e0 des orientations politiques concernant des horizons lointains, c\u2019est-\u00e0-dire au-del\u00e0 du prochain quinquennat\u00a0: limitation de la part nucl\u00e9aire \u00e0 50% en 2025, plafonner la capacit\u00e9 actuelle \u00e0 63.2GW (Flamanville 3 sera-t-il mis en service lors du prochain quinquennat\u00a0?), les centrales nucl\u00e9aires sont sur le long terme une r\u00e9alit\u00e9 et une n\u00e9cessit\u00e9 pour la fourniture \u00e9lectrique en France (tout comme certaines centrales fossiles flexibles qui assurent l\u2019\u00e9quilibre du r\u00e9seau et le compl\u00e9ment de fourniture).<\/p>\n<p style=\"text-align: justify;\">L\u2019enjeu est dans la juste r\u00e9mun\u00e9ration de ces centrales.<\/p>\n<p style=\"text-align: justify;\">Evidemment, une forte augmentation des prix des \u00e9nergies fossiles ainsi que du prix du CO2 (prix des EUA) r\u00e9soudrait le probl\u00e8me du d\u00e9ficit de r\u00e9mun\u00e9ration des centrales nucl\u00e9aires.<\/p>\n<p style=\"text-align: justify;\">Pour l\u2019imm\u00e9diat et le moyen terme, le Code de l\u2019Energie, par ses modifications apport\u00e9es par la loi NOME, contribue \u00e0 r\u00e9pondre \u00e0 cet enjeu en instaurant le principe de r\u00e9mun\u00e9ration pour la capacit\u00e9 particuli\u00e8rement pertinente pour la g\u00e9n\u00e9ration \u00e9lectrique \u00e0 faible co\u00fbts proportionnels \u00e0 la production comme c\u2019est le cas pour le nucl\u00e9aire et les renouvelables.<\/p>\n<p style=\"text-align: justify;\">Assurons-nous dans un premier temps de son bon d\u00e9marrage comme pr\u00e9vu au 1er Janvier 2017, plut\u00f4t que de mettre en place unilat\u00e9ralement et h\u00e2tivement de fausses bonnes id\u00e9es comme un prix plancher carbone (cf. \u00e9ditorial de cette Newsletter).<\/p>\n<h6 style=\"text-align: justify;\">Philippe Boulanger<\/h6>\n","protected":false},"excerpt":{"rendered":"<p>\t\t\t\tLe moins que l\u2019on puisse dire est que l\u2019actualit\u00e9 r\u00e9cente d\u2019EDF, par nature d\u00e9sormais li\u00e9e \u00e0 la question nucl\u00e9aire, est charg\u00e9e.
