Issu de mati\u00e8res organiques par digestion ana\u00e9robie, le biogaz constitue une alternative durable aux combustibles fossiles, contribuant \u00e0 la <strong>r\u00e9duction des d\u00e9chets, \u00e0 l&rsquo;att\u00e9nuation des gaz \u00e0 effet de serre et \u00e0 la s\u00e9curit\u00e9 \u00e9nerg\u00e9tique<\/strong>. Cet article explore l\u2019\u00e9tat actuel du biom\u00e9thane en Europe, ses dynamiques de march\u00e9, les technologies cl\u00e9s, les \u00e9volutions propres \u00e0 chaque pays, ainsi que les m\u00e9canismes de soutien qui fa\u00e7onnent son avenir.<\/p>\n<p>Selon <a href=\"https:\/\/www.europeanbiogas.eu\/third-eba-biomethane-investment-outlook\/\">les perspectives d\u2019investissement 2025 publi\u00e9es par l\u2019Association europ\u00e9enne du biogaz (EBA)<\/a>, la capacit\u00e9 install\u00e9e de production de biom\u00e9thane en Europe a atteint <strong>7 milliards de m\u00e8tres cubes (bcm) par an \u00e0 la fin du premier trimestre 2025, soit une hausse de 9 % par rapport \u00e0 2024.<\/strong> Malgr\u00e9 cette croissance, une d\u00e9c\u00e9l\u00e9ration se profile, soulignant l\u2019urgence de politiques plus claires et d\u2019objectifs contraignants pour maintenir l\u2019\u00e9lan du secteur. L\u2019\u00e9tude pr\u00e9voit 28 milliards d\u2019euros d\u2019investissements, soit 1 milliard de plus que l\u2019an dernier, visant \u00e0 porter la capacit\u00e9 \u00e0 7,3 bcm\/an d\u2019ici 2030. Des initiatives comme <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_22_3131\">REPowerEU<\/a> visent 35 bcm d\u2019ici 2030, tandis que <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:32023R1805\">FuelEU Maritime<\/a> et la <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=OJ:L_202302413\">directive sur les \u00e9nergies renouvelables (REDIII)<\/a> encouragent les carburants renouvelables et la diversification durable des intrants.<\/p>\n<p>L\u2019offre d\u00e9pend de la disponibilit\u00e9 des intrants et des technologies de conversion, les co\u00fbts de transport et les rendements \u00e9tant des facteurs cl\u00e9s. Du c\u00f4t\u00e9 de la demande, les exigences ESG et les \u00e9volutions l\u00e9gislatives, telles que la fin progressive des droits gratuits d\u2019\u00e9mission dans le cadre du Syst\u00e8me d\u2019\u00e9change de quotas d\u2019\u00e9mission de l\u2019UE (ETS), renforcent l\u2019attractivit\u00e9 du biom\u00e9thane.<\/p>\n<p>La production de biogaz repose en grande partie sur la digestion ana\u00e9robie (DA). Au-del\u00e0 des co\u00fbts directs, le biom\u00e9thane g\u00e9n\u00e8re une valeur ajout\u00e9e : certificats de durabilit\u00e9, production de biofertilisants, r\u00e9duction des d\u00e9chets, et contribution \u00e0 la s\u00e9curit\u00e9 \u00e9nerg\u00e9tique.<\/p>\n<p><strong>Focus pays : France, Espagne et Allemagne<\/strong><\/p>\n<p><strong>France : un leader europ\u00e9en<\/strong><\/p>\n<p>La France est d\u00e9sormais le premier producteur de biom\u00e9thane en Europe, ayant d\u00e9pass\u00e9 l\u2019Allemagne avec une part de production sup\u00e9rieure de 21 % et un nombre d\u2019installations trois fois plus \u00e9lev\u00e9. Malgr\u00e9 ce leadership en nombre de sites, les installations fran\u00e7aises restent de taille moyenne plus modeste, avec un d\u00e9bit moyen de 251 Nm\u00b3\/h. La nouvelle strat\u00e9gie \u00e9nerg\u00e9tique et climatique fran\u00e7aise (PPE3) fixe un objectif ambitieux de 44 TWh de biom\u00e9thane inject\u00e9 d\u2019ici 2030. Cette croissance est largement soutenue par des m\u00e9canismes publics, en particulier le dispositif d\u2019obligation d\u2019achat, qui garantit un tarif de rachat. Le co\u00fbt actualis\u00e9 moyen de l\u2019\u00e9nergie (LCOE) pour les installations fran\u00e7aises s\u2019\u00e9l\u00e8ve \u00e0 environ 130\u202f\u20ac\/MWh. Ce co\u00fbt est plus \u00e9lev\u00e9 pour les installations industrielles (environ 175\u202f\u20ac\/MWh) que pour les installations agricoles (environ 130\u202f\u20ac\/MWh), principalement en raison de d\u00e9penses d\u2019exploitation plus importantes.<\/p>\n<p>En ce qui concerne les co\u00fbts, les investissements initiaux (CAPEX) ont diminu\u00e9 de 6\u202f% par an entre 2017 et 2021, avant d\u2019augmenter de 11\u202f% en 2023 en raison de l\u2019inflation. Les d\u00e9penses d\u2019exploitation (OPEX) sont \u00e9galement plus \u00e9lev\u00e9es pour les unit\u00e9s industrielles territoriales (environ 100\u202f\u20ac\/MWh) que pour les unit\u00e9s agricoles (environ 70\u202f\u20ac\/MWh), avec une hausse de 6\u202f% en 2023.<\/p>\n<p>La rentabilit\u00e9 des projets, mesur\u00e9e par le taux de rentabilit\u00e9 interne (TRI), reste globalement satisfaisante avec une m\u00e9diane de 13,9\u202f%. Toutefois, cette rentabilit\u00e9 varie fortement : les installations agricoles autonomes pr\u00e9sentent un TRI m\u00e9dian de 15,4\u202f%, contre 11,2\u202f% pour les projets agricoles territoriaux, et seulement 4,5\u202f% pour les installations industrielles territoriales. Ces \u00e9carts ont conduit la CRE \u00e0 recommander une adaptation des m\u00e9canismes de soutien pour am\u00e9liorer leur ciblage et leur efficacit\u00e9.<\/p>\n<p><strong>L\u2019Espagne : une puissance montante dans le biogaz<\/strong><\/p>\n<p>Reconnue par l\u2019Association europ\u00e9enne du biogaz (EBA) pour son fort potentiel en biom\u00e9thane, l\u2019Espagne acc\u00e9l\u00e8re sa transition vers le biogaz, pouss\u00e9e par les objectifs nationaux et europ\u00e9ens en mati\u00e8re d\u2019\u00e9nergies renouvelables. Gr\u00e2ce \u00e0 ses importantes ressources agricoles et d\u00e9chets organiques, le pays est bien positionn\u00e9 pour une expansion rapide. Cette strat\u00e9gie sugg\u00e8re une orientation ax\u00e9e sur le march\u00e9, qui pourrait faire de l\u2019Espagne un pays producteur principalement tourn\u00e9 vers l\u2019exportation de biom\u00e9thane \u00e0 l\u2019avenir, en s\u2019appuyant sur ses abondantes ressources nationales pour r\u00e9pondre \u00e0 la demande internationale.<\/p>\n<p>Les autorit\u00e9s espagnoles proposent des subventions cibl\u00e9es ainsi que des primes d\u2019injection renforc\u00e9es, en particulier pour les projets agricoles \u00e0 haute efficacit\u00e9 dans les r\u00e9gions les moins desservies.<\/p>\n<p><strong>L\u2019Allemagne : un leader mature \u00e0 la crois\u00e9e des chemins<\/strong><\/p>\n<p>L\u2019Allemagne reste le leader historique du biogaz en Europe, avec la plus grande capacit\u00e9 install\u00e9e. Son march\u00e9 mature, initialement stimul\u00e9 par des tarifs d\u2019achat \u00e9lev\u00e9s, se concentre d\u00e9sormais sur la valorisation du biogaz en biom\u00e9thane pour l\u2019injection dans le r\u00e9seau et le transport. Le pays dispose d\u2019un r\u00e9seau \u00e9tendu de plus de 9\u202f000 installations op\u00e9rationnelles, offrant une base solide pour l\u2019innovation et la croissance continue, en particulier pour l\u2019int\u00e9gration du biom\u00e9thane dans le bouquet \u00e9nerg\u00e9tique.<\/p>\n<p>Cependant, le d\u00e9veloppement du march\u00e9 allemand a connu un ralentissement ces derni\u00e8res ann\u00e9es, principalement en raison d\u2019une incertitude r\u00e9glementaire persistante. D\u00e9but 2025, le prix de gros moyen du gaz naturel en Europe se situe entre 25\u202f\u20ac et 45\u202f\u20ac par MWh, avec des fluctuations li\u00e9es \u00e0 des facteurs g\u00e9opolitiques et saisonniers. Ce prix est nettement inf\u00e9rieur au co\u00fbt actualis\u00e9 de production (LCOE) du biom\u00e9thane, qui varie entre 50\u202f\u20ac et 130\u202f\u20ac par MWh selon le pays, le type de mati\u00e8re premi\u00e8re et le type d\u2019installation.<\/p>\n<p>En termes de volume, la capacit\u00e9 de production de biom\u00e9thane en Europe a atteint 7\u202fmilliards de m\u00e8tres cubes (Gm\u00b3) par an au premier trimestre 2025. Cela contraste fortement avec la consommation totale de gaz naturel de l\u2019Union europ\u00e9enne, qui s\u2019\u00e9levait \u00e0 environ 332\u202fGm\u00b3 en 2024 : le biom\u00e9thane ne repr\u00e9sente ainsi qu\u2019un peu plus de <strong>2<\/strong><strong>\u202f<\/strong><strong>%<\/strong> de l\u2019utilisation totale de gaz de l\u2019UE.<\/p>\n<p>Malgr\u00e9 son co\u00fbt plus \u00e9lev\u00e9 \u00e0 ce jour, le biom\u00e9thane offre une meilleure performance climatique, soutient les \u00e9conomies locales et renforce la r\u00e9silience de l\u2019approvisionnement \u2014 un atout particuli\u00e8rement important dans un contexte de sortie du gaz russe.
